This Cookie Policy and Notice is prepared by Celbek Law & Consultancy (“Celbek Law” or the “Firm”), acting as data controller under Article 10 of the Turkish Personal Data Protection Law No. 6698 (“KVKK”) and related secondary legislation, to transparently inform online visitors of the website https://celbekhukuk.com (the “Website”) about the procedures and principles regarding the processing of their personal data via cookies and about their legal rights.

Cookies are small text files stored on your device (computer, smartphone, tablet, etc.) through your browser when you visit a website. Your personal data is collected electronically, by fully automated means, through the devices with which you access our Website, based on the legal grounds set out below.

Mandatory and essential cookies, as well as analytical cookies, are collected under Article 5/2 of the KVKK (legal obligation, establishment of a right and legitimate interest); targeting, advertising and analysis cookies are collected solely on the basis of your explicit consent.

Mandatory Cookies: Enable navigation and the use of core features such as access to secure areas of the site; without them, the services that make the site function cannot be provided.

Analytical and Functional Cookies: Collect anonymous, aggregated information on how visitors use the site (most-visited pages, error messages, etc.); used only to improve the operation of the site.

Functional and Personalisation Cookies: Improve usability and performance by remembering choices such as language preference.

Session Cookies: Temporary cookies used during your visit and deleted when the browser is closed. Persistent Cookies: Stored on your device to remember your preferences and provide faster, better service on return visits.

Main cookies used: _ga (Google Analytics — visitor, session and campaign data; analytics; 2 years), _gid (information on how the site is used; analytics; 24 hours), _gat_gtag_UA_* (analytics; 1 minute).

On our Website, the "Information Obligation" and "Explicit Consent" processes are kept separate, and distinct legal grounds are determined for each cookie category.

3.1. Mandatory (Technical) Cookies: Technically required for the site to work properly and securely, to prevent cyber-attacks (CSRF, etc.) and to record your privacy preferences. Data processed: IP address, log records, session information. Legal ground: KVKK Art. 5/2-c, 5/2-f and 5/2-ç. No explicit consent is required and they cannot be switched off.

3.2. Performance and Analytics Cookies: Used to analyse visitor behaviour, measure traffic and improve user experience (e.g. Google Analytics). Data processed: browser/device information, time spent on site, click data. Legal ground: Explicit Consent under KVKK Art. 5/1; not placed on your device unless you actively opt in via the Cookie Management Panel.

3.3. Functional Cookies: Used to personalise the site (language preferences, etc.). Legal ground: Explicit Consent under KVKK Art. 5/1.

Our Website infrastructure (Vercel) and the third-party analytics tools used (Google Analytics, etc.) are hosted on servers based abroad. If you consent to Performance and Analytics cookies, the personal data collected via them (IP address, browser information, etc.) will be transferred to our service providers abroad for storage and analysis. As this transfer cannot be assessed under "legitimate interest", it is carried out — under KVKK Art. 9/1 — solely on the basis of your Explicit Consent. If you reject analytics cookies via the Cookie Management Panel, no data is transferred abroad.

As Celbek Law, we reject the "take it or leave it" approach in line with competition law and data-protection principles.

Active Consent (Opt-in): In the Cookie Management Panel shown on your first visit, all cookies other than mandatory ones are "Off" (passive) by default; no pre-ticked boxes are used.

Changing Preferences: By clicking the "Cookie Preferences" icon at the bottom-left of our site, you may withdraw or change your explicit consent at any time, without giving a reason and without being deprived of service. Rejecting cookies does not prevent you from reading our legal content or using our contact channels.

Data Minimisation and Proportionality: Only data strictly necessary to achieve the specified purposes is collected via cookies; under the principle of proportionality, unnecessary processing is avoided.

Burden of Proof and Log Records: The burden of proving that the information obligation has been fulfilled and explicit consent obtained rests with Celbek Law; the preferences you make via the Cookie Management Panel are securely stored as log records to establish legal certainty.

Destruction Processes: Personal data whose purpose has ceased or whose retention period has expired is periodically erased, destroyed or anonymised.

Under Article 20 of the Constitution and Article 11 of the KVKK, you have the following rights regarding your personal data:

3. To learn the purpose of processing and whether it is used accordingly,

4. To know the third parties to whom your data is transferred domestically or abroad,

5. To request correction of incomplete or inaccurate data,

7. To request that correction, erasure or destruction be notified to third parties to whom the data was transferred,

8. To object to a result against you arising from analysis solely by automated systems,

9. To request compensation for damages arising from unlawful processing.

You may submit your requests regarding the above rights to Celbek Law, together with documents verifying your identity, via one of the contact channels below, in accordance with the "Communiqué on the Procedures and Principles of Application to the Data Controller". Your requests will be concluded free of charge within at most 30 (thirty) days.
