How is the Turkish title deed fee calculated?

Under tariff no. 4 (item I-20/a) annexed to the Fees Act no. 492, the buyer and the seller each pay a title deed fee of 2% in a property sale — a combined burden of 4%. No temporary reduction applies in 2026. The base is the declared transfer price, which cannot be lower than the property tax value registered with the municipality (Fees Act art. 63).

Since 19 December 2025 (Act no. 7566), under-declaring the sale price is penalised with the fee difference plus a 100% tax loss penalty, up from the previous 25%.

Land registry revolving fund charge

In addition to the fee, the General Directorate of Land Registry (TKGM) collects a revolving fund service charge: the 2026 base figure of TRY 2,227 multiplied by a regional coefficient between 1.00 and 3.00 depending on the district. In the central districts of Istanbul, Ankara and Izmir (coefficient 3.00) the charge is TRY 6,681 for a single property. Transfers involving a foreign national incur an extra flat charge of TRY 20,868 per property.

Mortgage, lease annotation and gift fees

Mortgage registration is charged at 0.455% of the secured debt (exempt for bank housing finance loans under art. 123 of the Fees Act), annotation of a lease at 0.683% of the total rent over the contract term, and gifts at 6.831% of the registered value. Inheritance transfers are not subject to the title deed fee; only the revolving fund charge and the separate inheritance tax regime apply.
